Why Tango Smileys Extended plugin doesn't have an option at it's admin area to change the images storage location to an alternative address (external images directory) like Sociable plugin does since version 3.1?
I have more than five WP installations, so that idea can solve the bandwith problem and give one address for one image at many WP installation, so the guest's browser can cache the images well, and the result is all of the websites can loaded faster.

I'm going to give you the same answer I gave you 7 hours ago when you asked on the Tango Smileys Extended homepage.
I'm sorry. Tango Smileys Extended is not designed that way, and never will be. I think Sociable is set up that way is so you can replace the default images with custom ones, and there is no reason for me to program that into TSE. There may be other smiley plugins that do this, but I’m unaware of any.
Giving the option for TSE to point to files on other servers or sites or locations will open the door for problems that I would like to avoid.

Hmm, if a user wanna replace with the custom images, he can do it through tango folder directly, replacing the original ones with his custom images pack. It's an easy way!
But this idea is giving a chance if a user use your plugin in many WP installations. A goodnews from all of TangoAddicted if you can apply this idea in your future release.

Are you using multiple WordPress installations on the same server?
Yes. For WP-installations, I use http://www.mossackanme.web.id with 7 WP-installations in subfolder. For my images caching, I redirect all browser traffic to http://www.algearithm.web.id , because I use many same images for many place at http://www.mossackanme.web.id . For the example, I use same theme at 3 WP, /review , /opinion , and /think , and I keep theme's images at same location at http://www.algearithm.web.id , so all of my guest get better speed on that.
About bandwith leech, I use htaccess to block other website that wanna steal my bandwith.
Both http://www.mossackanme.web.id and http://www.algearithm.web.id is my own domain at one server.
If you're really concerned with bandwidth, you can tell each WordPress installation to use the same plugin folder. You would have one folder that contains all of the plugins for all of your installations.
To do so:

Hmm...seems not working for me...
I try it in one of my WP-installation, http://www.mossackanme.web.id/study . I move my plugins folder to http://www.mossackanme.web.id/plugins as you said, and then I put that code into my wp-config.php in my http://www.mossackanme.web.id/study .
If I try to click on the menu Plugins in Admin Dashboard, all of my plugins has gone away and deactivated. Why?
I also try a code from Wordpress Codex, but I found same problem, too.

I use SQL for community-log in a shared hosting, and I forgot to put my user in this shared hosting in {your-home-path-here}.
As the consequences, I must add little code again to solve problems for some plugins that doesn't work well after this content-location-change. Some plugins have self define about the ABSPATH, so I must define it in wp-config.php.
